Willie Evans
District 01 Commander - Navy
District 1 Commander Willie E. Evans joined the Veterans of Foreign Wars (VFW) as a Life Member on
February 28, 2011 and became a Gold Legacy Life Member on August 18, 2023. He is a member of VFW
Scott-Johnson-Collins Post 9619 located in Morningside, MD currently serving as Senior Vice Commander
and Judge Advocate. He has served at the district level as District Judge Advocate and Senior Vice
Commander. He is a native of Pensacola, Florida and holds an Associate of Arts (AA) degree (1974) from
Pensacola Junior College (PJC), a Bachelor of Science (BS) degree (1976) in Business Administration from
University of West Florida (UWF), and a Master of Business Administration (MBA) degree (1978) from UWF.
He was commissioned an Ensign in the United States Navy in May 1979 from the Officer Candidate School in
Newport, Rhode Island with subsequent active duty assignments on board USS Belleau Wood (LHA-3) from
November 1979 to February 1982; Naval Air Systems Command, Headquarters as a Navy Acquisition
Contracting Officer (NACO) Intern from January 1982 to January 1984; Supply Department Head onboard
USS Copeland (FFG-25) from February 1984 to October 1986; and Deputy Director of Contracts for the Naval
Regional Data Automation Center, Washington from October 1986 to January 1990. He affiliated with the
Navy Reserve in February 1990 with assignments as Contracts Manager/Projects Officer for the Navy
Regional Contracting Center Washington 206; Contracts Manager for the Naval Supply Systems Command
Headquarters 106; Projects Officer for the Defense Contract Management Command Headquarters 106;
Executive Officer of the Assistant Secretary of the Navy, Research, Development and Administration
(Acquisitions and Business Management) 106; Commanding Officer of the Fleet Industrial Supply Center East
Detachment 306; Executive Officer and fleeted up as the Commanding Officer of Military Sealift Command
Europe Headquarters 106; Contracts Manager for the Commander, Military Sealift Command Headquarters

Sigonella Contingency Contracting Headquarters Reserve Unit with oversight responsibilities of two reporting
detachments (Detachment Alpha located in Fort Dix, NJ and Detachment Bravo located at the Naval Air
Facility Washington on Andrews Air Force Base). He was promoted to Captain (O6) in the Navy Reserve on
June 1, 2001, and was recalled to active duty from September 2006 to September 2008 serving as the Chief of
Contracts for the Combined Joint Task Force – Horn of Africa (CJTF-HOA) located at Camp Lemonier in
Djibouti (Africa) followed by a 4-month Temporary Duty (TDY) assignment in the Office of the Deputy
Assistant to the Secretary of the Navy for Research, Development and Acquisition, Acquisition and Logistics
Management (DASN ALM). He retired from the Navy Reserve on June 1, 2009, and his personal awards
include the Defense Meritorious Service Medal, the Joint Service Achievement Medal and the Navy and
Marine Corps Commendation Medal (two awards).
In his civilian capacity, he served as Contracts Management Department Head at the Naval Computers
Telecommunications Station, Washington, DC (formerly NARDAC) for a six-month period in 1990; served as
Contract Team Leader at the Automated Data Processing Selection Office (ADPSO) that later became known
as Information Technology Acquisition Center (ITACEN) from 1990 to 1994; served as Contracting Officer
for the Naval Information Systems Management Center (NISMC, formerly ITACEN) from 1994 to 1997 and
later detailed to a GS-1102-15 position as Resource Manager for NISMC from 1997 to 1998; served as
Procurement Analyst/Contracting Officer for the Office of the Comptroller of the Currency (OCC),
Department of Treasury from 1998 to 2006, returning in 2008 after a two-year active duty recall and then
retiring in November 2014 after a total of 35 years and ten months of Federal Government service.
